West Virginia Childcare Centers United strongly supports the following components of Senate Bill 247:

  • We support Parent/Guardian Involvement and Family Support 126-28-4

  • We support Attendance 126-28-5 especially enrollment in an approved participating WV Pre-K program is voluntary. 5.1.

  • We the support Collaboration and the County Plan especially the maximization of existing resources and collaboration with other providers of early childhood education. We support that 50% or more of the county’s provision of educational services to four year old must be provided through contractual agreements with community programs, including but not limited to, Head Start and child care unless the county collaborative team can document that those services do not exist in that county or cannot meet the mandates of this policy.126-28-6

  • We support Personnel Standards (126-28-8) in particular persons with an AA in child development/early childhood or occupational development with an emphasis on child development /early childhood and one year of early education teaching experience. 8.2.3. We support teachers must have early childhood training 8.1.

  • We support Regulation of Facilities 126-28-9 especially West Virginia Department of Health and Human Resources Child Care Licensing staff will conduct monitoring and any recommendations for action made to the Office of Education Performance Audits. 9.1

  • We support the curriculum standards as written in the legislative rule.
    Legislature Rule 126-28-11.

  • We support the idea that SB 247 allows accessibility for all children through child care centers, Head Start, pre-school and public school.
  • We support Transition and Continuity (126-28-12) especially each program participating in the county plan must have a written and implemented plan for transitioning children into kindergarten. 12.1 and to the extent possible, programs will be designed to minimize the number of settings in which a child receives education and care services. 12.1.7


West Virginia Childcare Centers United has strong reservations about:

  • We do not support sending typical 3 years olds to Pre-K. 126-28-1.

  • We would like to see quality training provided to pre-k teachers before they use the ECERS as a self-assessment. We would also like to see pre-K teachers utilize the ECERS for quality improvement and set goals to continually improve their program. 19.1
